Indian citizen arrested in Saudi Arabia as per Indian embassy's complainted

Respected Sir,

Dominic, a social activist, is in prison in the  of Saudi Arabia. Indian legal system allows an Indian citizen the right to know. The Embassy of India is a statutory body of the Government of India.

The right to information law has been ratified by even the esteemed Supreme Court.  Every Indian citizen has the right to seek information that does not affect national security. By exercising that right
Dominic was arrested and imprisoned by Saudi police on 08-07-2020 on a complaint filed by some embassy officials who were outraged by a RTI request to the Indian Embassy in Riyadh to find out about the activities of Indian expatriate citizens.

The Indian embassy, ​​which has to intervene to save the Indian citizen of another country, on the contrary, is conspiring to imprison an Indian citizen in another country, as an embassy, ​​it is tantamount to insulting India in front of other countries.

Every Indian citizen is obliged to abide by the legal system of the country in which he or she is living in exile.  As an Indian citizen, the only offense is the exercise of the right to information from any corner of the globe on any matter affecting India's national security.

The heinous crime committed by this young man is that he devoted precious time of his life to the good of the expatriate Indians for giving him the right to information about the actions of the Indian Embassy in the matter of the citizens of his own country.

Mr Dominic has lived in Riyadh with his family for the past 13 years.  IT  He works professionally and has been involved in various issues at the Riyadh Embassy for many years. As part of this, several RTI requests have been made to the Embassy.  He has taken documents under the Right to Information Act and filed several cases in the Delhi High Court and obtained favorable orders.  He has also received the Legal Cell Best RTI Activist Award.

He had made a few RTI requests for the embassy 's intervention to help those trapped in Saudi Arabia during covid's reach India and those without food.  He also posted on social media about the hardships faced by the expatriates during the covid period due to the collapse of the embassy. 

At midnight on 22-05-2020, an official at the embassy called Dominic's wife and threatened to withdraw some of her RTI requests or else they will file a case against her.  Dominic had lodged a complaint with the embassy against the threatened officer and sought a RTI application from the embassy seeking details of the number from which the threatening call came.  This further angered embassy officials.

The embassy sent a notice to Dominic on 03-06-2020 alleging that he had posted on social media without any basis against the embassy's irregularities. The notice had threatened to appear at the embassy on 07-06-2020 and hand over the evidence of the irregularities or face legal action.  But Dominic could not go to the embassy because he had to go to room isolation because of contact with someone who was covid + VE.  Subsequently, Dominic informed the Embassy by e-mail.  In a letter to the embassy, ​​Dominic said he was not trying to hurt anyone, but was working to ensure that millions of Indians in Saudi Arabia receive proper service from the embassy.

Dominic decided to avoid going directly to the embassy for the time being, even after covid's isolation, due to various threats from the embassy.  Meanwhile, the arrest was made. Perhaps, if Dominic had gone directly, they would have changed the case to show that the embassy officials were assaulted or the document was destroyed. When that did not happen, he complained to the Saudi police that he had defamed the embassy through social media.

It has been ten days since Dominic was arrested.  The case was registered at Safarat police station in Diplomatic Quarters.  Dominic is currently being held at Al Hair Prison in Riyadh. His wife and young children are being intimidated and mentally abused over and over again, for fear of being imprisoned at any moment.

Dominic's family is deeply concerned.  It is a situation where there is no one to even help. Expatriate leaders do not intervene in this matter for fear of annoying the embassy so that they do not face such persecution. According to Saudi police, Dominic could be released if the embassy does not file a complaint.

The embassy is now trying to establish that they have not filed a complaint and that the case was taken up voluntarily by the Saudi police. It is clear that the embassy did not show any humane consideration to bring Dominic to justice under Indian law if he did something wrong.

Dominic's release is therefore requested to be promptly addressed in this matter.
