ഡൊമിനിക്കിന്റെ മോചനവുമായി ബന്ധപ്പെട്ട വിവരം 48 മണിക്കൂറിനകം നല്‍കണം എന്നാവശ്യപ്പെട്ട് റിയാദിലെ ഇന്ത്യന്‍ എംബസ്സിയില്‍ നല്‍കിയ വിവരാവകാശ അപേക്ഷ.

വിവരാവകാശ അപേക്ഷയ്ക്ക് വിവരം നല്‍കേണ്ട കാലാവധി  സാധാരണയായി 30 ദിവസം ആണ്. എന്നാല്‍  ഒരു വ്യക്തിയുടെ ജീവനേയോ സ്വാതന്ത്ര്യത്തേയോ സംബന്ധിച്ച വിവരങ്ങള്‍ 48 മണിക്കൂറിനകം നല്‍കണമെന്നും നിയമത്തിലെ സെക്ഷന്‍ 7(1) അനുശാസിക്കുന്നു.  ഒരാളുടെ ജീവനോ സ്വാതന്ത്ര്യമോ അപകടത്തിലാകുകയോ അപകടത്തിലാകാന്‍ സാധ്യത ഉടലെടുക്കുകയോ ചെയ്യുന്ന അടിയന്തിര ഘട്ടത്തില്‍ ആണ് ഇപ്രകാരം അപേക്ഷ നല്‍കേണ്ടത്. ഇങ്ങനെ ആവശ്യപ്പെടുന്ന വിവരം വ്യക്തിയുടെ ജീവന്‍  നിലനിര്‍ത്തുന്നതിന് അല്ലെങ്കില്‍ സ്വാതന്ത്ര്യം  ലഭിക്കുന്നതിന് / ഹനിക്കപ്പെടാതിരിക്കുന്നതിന്  സഹായകരമാകുകയും ചെയ്യേണ്ടതുണ്ട്. ആയത് പ്രകാരം ഡൊമിനിക്കിന്റെ അറസ്റ്റുമായി ബന്ധപ്പെട്ട എല്ലാ വിവരങ്ങളും 48 മണിക്കൂറിനകം നല്‍കണമെന്ന് ആവശ്യപ്പെട്ട് റിയാദിലെ ഇന്ത്യന്‍ എംബസ്സിയില്‍ ഞാന്‍ ഓണ്‍ലൈനില്‍ ഫയല്‍ ചെയ്ത വിവരാവകാശ അപേക്ഷ.

Subject:    Seeking immediate Information [within 48 hours] under RTI section 7(1) concerns the life and liberty of a person.

It is understood that Saudi police arrested Sri. Dominic Simon an RTI activist hail from Kerala, based on a false complaint filed by the Indian Embassy Riyadh for criticizing Embassy in social media. A copy of the legal notice sent by Indian Embassy to Sri. Dominic regarding the above is attached with this. Dominic also received many threatening calls from certain Indian Embassy officials saying that Embassy will file case against him.  As threatened by the Embassy official,  Dominic was arrested on 08-07-2020 and sent to Al-Hair Jail. 
          Sri. Dominic Simon is an active member of the Kerala based RTI organization called ‘Vivaraavakashikal’ which is having more than forty thousand members and hundreds of active volunteers.  Our volunteers approached Saudi authorities and got the information that the case was registered based on a complaint filed by the Indian Embassy. I also received certain supporting documents to prove Embassy's involvement in this case. I also noticed that the Mission is trying to hide the actual facts behind the arrest of Sri. Dominic and  gave false information to the External Affairs Ministry and PMO saying that  Saudi authorities took suo moto cognizance after seeing Dominic's posts against Indian Embassy.

Hence, I request you to provide the below information regarding the arrest of Dominic Simon within 48 hours as per the section 7(1) of the RTI act.

1.	Please provide the copy of all the emails / letters / communication exchanged between Saudi authorities and Indian Embassy regarding the arrest of Dominic Simon including the complaint given by the Embassy.
2	Please provide comprehensive details about all the actions taken by Indian Embassy so far for the release of Mr. Dominic. Please provide copy of related documents / e-mails.
3.	Please provide comprehensive information about the case details and charges against Dominic.
4.	Please provide comprehensive information on below points, information about all the complaints / letters received with Indian Embassy related to the above issue.  (Including the complaints received in the form of e-mails and through various portals / grievance websites of Govt of India)
	a)	Number of complaints / letters received.
	b)	Date, Name, contact number and address of the person who has given the complaint/letter
